Preheat 350°F. Lightly grease a 9-inch loaf pan; set aside.
Combine flour, sugar, baking powder and salt in a large mixing bowl; mix well and set aside.
In a smaller mixing bowl, combine milk, egg, oil and vanilla; blend well. Gradually add milk mixture to flour mixture, stirring just until the dry ingredients are completely moistened.
Fold in walnut halves and mashed banana, then spoon into the prepared pan. Sprinkle with chopped walnuts. Bake for 1 hour or until a toothpick inserted into the center comes out clean.
Cool in the pan for 10 minutes before turning out onto a wire rack to cool completely.
